This is supervisory work responsible for maintenance of county roads within Cibola County under the supervision of the County Manager. Incumbent in this classification requires considerable knowledge of road maintenance and heavy equipment operations and is responsible for directing the activities of all Cibola County Road Department personnel. The work includes developing work plans and cost estimates; and assigning, supervising, and inspecting the work of crews engaged in activities including maintenance of drainage areas and structures, paved roads, and in some cases gravel roads. The work also includes responsibility for maintenance and care of all equipment. This position is designated as essential and, as such, all duties associated with this job are required during emergency situations which may include but are not limited to inclement weather, disaster response, emergency operations and extended work hours.
Citizen or legal resident of the United States who has reached eighteen (18) years of age.
Graduate from an accredited college or university with a bachelor’s degree in Civil Engineering, or related engineering field.
Four (4) years administrative experience in construction, bridge construction and maintaining roads; three (3) years of which is supervisory experience.
Valid New Mexico Driver’s license.
May not have any DWI or DUI within the last five (5) years.
Pass a pre-employment drug test, physical, and background investigation.
Able to organize and prioritize work; use of time efficiently.
Must reside within reasonable commuting distance of the worksite.
Knowledge & Skills Required
Must have knowledge of construction, installation, maintenance, repair and paving methods, equipment and materials associated with roads, bridges, overpasses, storm drain systems, traffic signals and automated controls; surveying practices and techniques; uses and capabilities of equipment used in road maintenance and construction; laws, rules, and regulations governing construction, traffic control and safety; general knowledge of operations and management of equipment and parts inventory; knowledge of maintenance, repair, transfer methods; budget and inventory control practices, supervisory techniques and personnel administration. Must have considerable knowledge of pavement condition indices and software. Must have strong public speaking and public relations skills and have ability to persuade, negotiate and mediate issues with public and staff. Must have the ability to communicate a vision and establish and maintain effective working relationships with coworkers, staff, public officials, internal departments, vendors, contractors, regulatory and funding agencies, and the general public. Must have extensive knowledge of construction methods and safe operation of various construction equipment.
